The entire scene was recorded by females in an apartment by the road where the incident took place.
The footage, which was later uploaded on YouTube, went viral prompting public outage.
The assaulted man has been identified as Clement Emekansha, a Nigerian Citizen.
According to reports by South African media, two of the police officers involved in the brutal torture of Emekansha have been arrested and are facing criminal charges.
Western Cape police said the guards had not yet been arrested.
The Independent Police Directorate said the officers, aged 42 and 45 years old, would appear in court on Monday, March 10, 2014 on charges of assault.
“The arrest would not have happened without the vigilance of the public,” said Moses Dlamini, the spokesman for the police watchdog.
Dlamini said other charges may be added.
The graphic video shows the policemen and security guards strip the defenseless Emekansha, one of the men repeatedly punched and kicked him in the groin. Another of the men held him on the neck.
After the brutal torture they led him into the police car.
